Police are investigating the man for obstructing a public servant from discharging his public functions, and for criminal intimidation.
PETALING JAYA: Police have arrested a GrabCar driver, who in a viral video is seen allegedly berating and threatening Kuala Lumpur City Hall (DBKL) enforcement officers for clamping a car in Cheras.
Cheras district police chief Asst Comm Chong Kok Sin confirmed the arrest, saying the 38-year-old man was taken to the district headquarters at 6.30pm today following a report lodged by a DBKL officer at the Sentul police station yesterday.
“In the incident at about 12.46pm yesterday, the officer and his colleagues were undertaking an operation to clamp tyres (of illegally parked vehicles) at the Taman Segar area in Cheras.
“The officer concerned had locked the wheel of a silver-coloured Perodua Myvi car,” he said in a statement today, as the vehicle was parked outside the parking bay.
“After receiving an order from the DBKL call centre, the officer and his colleagues went to the location to open the lock as the car owner had wanted to pay the fine.
“Suddenly a quarrel and misunderstanding happened between them and there was pushing about,” he added.
Chong said investigations have begun and the officer and other witnesses would be called to have their statements recorded.
He said the case was being investigated under Section 186 of the Penal Code for obstructing a public servant from discharging his public functions and Section 506 of the same legislation for criminal intimidation.
The four-minute clip shows a man shouting at the officers while a woman tries desperately to pacify him in Cantonese. At one point the man is seen brandishing a stick at the officers.
Before eventually driving away, he is seen pointing a finger at the officers, and saying, “You tunggu (Just you wait).”
Earlier this month, another video of a woman angrily confronting a Subang Jaya Municipal Council officer and waving a steering lock at him, went viral after the incident was recorded by a passer-by.
The incident occurred after the woman found that her car tyre had been clamped, reportedly because she had parked the car in a lot reserved for the disabled at Jalan Puteri ¼, Bandar Puteri Puchong.
Shouting at the officer, she said she had nowhere else to park and that she was buying food for her disabled husband.
On January 20, a couple who harassed a Shah Alam City Council enforcement officer over a parking summons had their jail sentences increased to five months each by the Shah Alam High Court.
Lor Ka Hoo and wife Tan Sit Fun were initially sentenced to two weeks in jail but Judicial Commissioner Wong Teck Meng said the sentence was inadequate to reflect the seriousness of the offence which took place at Jalan BRP 6/12, Bukit Rahman Putra, Sungai Buloh on Nov 24 last year.

Pun begitu pada peringkat awal selepas pasca kemerdekaan Malaysia, kerajaan tidak memberi penekanan kepada sektor pelancongan. Kerajaan pada ketika itu lebih memberi tumpuan kepada pembangunan infrastruktur negara dan melawan ancaman communism. Selain itu, faktor ancaman dari luar seperti konfrantasi dengan negara jiran turut menjejaskan rencana kerajaan pada ketika itu. Ia serta merta melambatkan pekembangan sektor pelancongan di Malaysia.
Pada era masa 1960, sektor pelancongan masih belum memainkan peranan yang penting terhadap perkembangan ekonomi negara. Kerajaan pada masa itu memberi tumpuan kepada sektor hasil bumi seperti bijih timah dan getah. Sektor hasil bumi tersebut telah menyumbang sebanyak 45% kepada keluaran Negara kasar (KNK) pada tahun 70-an.
